Bette Midler continues guest casting via Rolodex as her pal Oprah Winfrey makes an appearance on Bette (8 p.m., CBS). Andie, Jack and Jen attend a rave (uh-oh) on Dawson's Creek (8 p.m., WB). On The West Wing (9 p.m., NBC), Bartlet considers calling a lame-duck session of Congress to try to pass a test ban treaty. The Drew Carey Show (9 p.m., ABC) does another improv episode that airs live in three time zones. Hey, let us on the West Coast know what got edited out! Caitlin (Heather Locklear) takes a turn as guest host on Regis Philbin's morning show on Spin City (9:30 p.m., ABC). On Gideon's Crossing (10 p.m., ABC), the residents' actions are analyzed in the case of a man who came into the hospital with chest pains, was treated by six different doctors and died the next day. South Park (10 p.m., Comedy Central) begins its new season with the boys entering fourth grade.

Specials

The four-hour documentary Napoleon (9 p.m., PBS, check local times) profiles the little man with the big legacy through historians' comments, artwork and dramatic reenactments.
