"Rob Ford, the mayor of Canada’s largest city, has been caught on videotape staggering around an unknown living room ranting gibberish and gesticulating wildly."

That is the Toronto Star's introduction to a new video of the world's favorite crack-smoking mayor, who on Tuesday -- the same day that he admitted to smoking crack-cocaine in a "drunk stupor" -- maintained that he will run for reelection. The Star reportedly purchased the video from an unspecified source after the Toronto Sun turned it down.

In the video, a furiously gesticulating Ford is enraged, ranting about killing a man. "I'm going to kill that f--ing guy," he yells. "When he's down, I'll rip his f--ing throat out."

Ford continues for a full minute, saying, "I'll make sure that motherf--ker's dead. I need f--king ten minutes to make sure he's dead." The Star has not identified the man in the video or the man Ford is ranting about.

Upon release of the video, Ford issued an apology to the Star, saying he was "very, very inebriated":

“The Toronto Star just released a video that I was very, very inebriated.”

“All I can say is, again, I’ve made mistakes. I just wanted to come out and tell you I saw a video. It’s extremely embarrassing. The whole world’s going to see it. You know what? I don’t have a problem with that.”

“I hope none of you have ever or will ever be in that state. Obviously, I was extremely, extremely inebriated.”
