tv on the radio"Return to Cookie Mountain," the new album by TV on the Radio -- surely one of the strangest bands currently signed to a major label -- is magnificent, some of the best and boldest music released this year, with all the grandeur of U2, reconfigured into something thoroughly unsaccharine, and full of insurgent fire. "Wolf Like Me" is among the most straightforward tracks, but this is an album you should hear in its entirety.
