S P E C I A L S

The show must go on: President Clinton delivers his State of the Union address (9 p.m. EST/6 PST, ABC, CBS, NBC, Fox, CNN, Fox News, C-Span, MSNBC). Sure, it'll be surreal, but not nearly as surreal as his 1997 State of the Union speech, which he wrapped up just as the verdict in the O.J. Simpson civil trial was announced and the networks cut away so fast they left scorch marks on the floor of the House.


S E R I E S

It's a big night for Buffy the Vampire Slayer (8 p.m., WB) -- her powers begin to wane as she nears her 18th birthday, and a special gift puts Buffy's mom in danger. On King of the Hill (8 p.m., Fox), substitute teacher Peggy becomes a local celebrity when she disciplines an unruly student in class. Nova (check local times, PBS) presents "Submarines, Secrets and Spies," a report on Cold War accidents involving nuclear-powered subs, which features previously classified footage from oceanographer Robert Ballard's Navy missions to find the wrecks of two American nuclear subs. Thurgood tries to get HUD assistance to fix a broken door on The Pjs (8:30 p.m., Fox). Felicity (9 p.m., WB) has her mind set on losing her virginity -- but will Noel oblige?
