Series

Punk rock arrives on That '70s Show (8 p.m., Fox), and not a moment too soon. Doug has trouble confronting his new neighbors over their barking dog on a rerun of The King of Queens (8:30 p.m., CBS). Behind the Music (9 p.m., VH1) goes behind the velvet rope for a look at Studio 54. On a rerun of Everybody Loves Raymond (9 p.m., CBS), Ray and Robert still bear the psychological scars of Frank's disturbing bedtime stories. Road Rules (10 p.m., MTV) begins a new season with six cast members boarding a ship as part of the University of Pittsburgh's "Semester at Sea" program. Doesn't have much to do with roads, but -- whatever.
