Playwright Tennessee Williams is the subject of a new Biography (8 p.m. EDT/9 PDT, A&E). Buffy the Vampire Slayer (8 p.m., WB) reruns the one where Buffy's in the hospital with a high fever, unaware that the Grim Reaper is stalking the wards. Niles realizes it's over for him and Maris on a rerun of Frasier (9 p.m., NBC). Frontline (check local times, PBS) repeats "Once Upon a Time in Arkansas," a Whitewater chronicle that features interviews with Susan McDougal and the late James McDougal. NYPD Blue (9:30 p.m., ABC) reruns the 90-minute conclusion to the two-parter about a father suspected of murdering his son and trying to pin it on a homeless man.
Penny Marshall introduces four short films by female directors on the Lifetime Women's Film Festival (9 p.m., Lifetime).
