S E R I E S On a rerun of Friends (8 p.m., NBC), Ross tries to impress Emily by playing rugby and Chandler tells a big lie to get rid of Janice. Fox Files (9 p.m., Fox) reports on the youngest woman on death row. Seinfeld (9 p.m., NBC) reruns the one where Kramer retires and moves next door to the Seinfelds in Florida. 48 Hours (10 p.m., CBS) repeats a 1997 show following the FBI and Los Angeles police as they respond to a rash of bank robberies. NBC's Seinfeld and HBO's The Larry Sanders Show, both of which ended their runs in May, received nominations for best comedy series. Andre Braugher was nominated as best actor in a drama for his final season of NBC's Homicide: Life on the Street, while Jimmy Smits picked up another best actor nomination for ABC's NYPD Blue, which he will be leaving after a handful of episodes next season. Jane Seymour and Ellen DeGeneres were nominated, although their series have been canceled. The late Phil Hartman will compete in the best supporting actor (comedy) category for his work on NBC's NewsRadio And Lloyd Bridges, who also died this year, was nominated for best guest performance in a comedy for his appearance as fitness nut Izzy Mandelbaum on "Seinfeld." NBC received the most nominations with 86. The most honored program was HBO's Tom Hanks-produced miniseries From the Earth to the Moon, with 17 nominations. The X-Files and ER tied for the most nominations for a series with 16 each. The four-hour 50th anniversary Emmy telecast will air on NBC on Sept. 13.
