S E R I E S

King of the Hill (8 p.m., Fox) reruns one of its best episodes from last season, the Halloween show in which a religious zealot (voice of Sally Field) has Luanne and Bobby convinced that the holiday is evil and those who celebrate it (like Hank and Peggy) are Satan worshippers. Buffy the Vampire Slayer (8 p.m., WB) also reruns last year's Halloween episode, where everyone takes on the personality of their costumes. Nova (check local times, PBS) presents "Terror in Space," which is not a Halloween show, but may as well be; it's about the variety of accidents and equipment failures that have taken place on board the Mir space station. Clueless (8:30 p.m., UPN) begins a two-part "Scream" spoof. Felicity and Ben get closer after they're held at gunpoint by burglars on Felicity (9 p.m., WB). Frontline (check local times, PBS) follows the prosecution of three Florida cases involving child molesters in "The Child Terror." On NYPD Blue (10 p.m., ABC), it becomes apparent to everyone that something is wrong with Simone.


S P E C I A L S

Ponch and Jon are back on the case in the new TV movie CHiPs '99 (8 p.m., TNT), in which Erik Estrada and Larry Wilcox re-create their roles from the cheeseball late '70s action show about two California Highway Patrol officers. Johnnie Cochran and Judge Judy have cameos. Ellen DeGeneres hosts the VH1 Fashion Awards (9 p.m., VH1). Performers include Madonna, Smashing Pumpkins, Janet Jackson and, in a duet, Lenny Kravitz and Iggy Pop; slated to present awards are Sting, Donatella Versace, Michael Stipe, Tyra Banks and Jennifer Lopez.
