Performers include Cher, Whitney Houston, Backstreet Boys, Garth Brooks with Trisha Yearwood, Elvis Costello with Burt Bacharach and the return of Blondie. The new cable movie Hit and Run (9 p.m., Lifetime) stars Margaret Colin as a woman torn by guilt when she flees the scene after a hit-and-run accident.

The once and forever Norman Bates, Anthony Perkins, is profiled on a new Biography (8 p.m. EST/9 PST, A&E). On Ally McBeal (9 p.m., Fox), Ally's former teacher, now suffering from Lou Gehrig's disease, asks Ally to represent her in her right-to-die petition. On a new Everybody Loves Raymond (9 p.m., CBS), Ray tries to avenge his childhood Ping Pong losses to the merciless Frank. The American Experience (check local times, PBS) presents "The Race for the Superbomb," a two-hour chronicle of post-WWII efforts by U.S. and Soviet military scientists to be the first to build a hydrogen bomb.
