The Simpsons (8 p.m. Sun., Fox) reruns the one where Apu's wife gives birth to octuplets and they end up as a zoo attraction. Mulder and Scully have their New Year's Eve kiss on a rerun of The X-Files (9 p.m. Sun., Fox); it's the episode featuring Frank Black from "Millennium." ABC gives the coveted post-Super Bowl slot to a new episode of The Practice (10 p.m. Sun., ABC). It's a two-parter in which the firm goes to Los Angeles to defend an acquaintance of Lindsay's, who's charged with murder. On The Sopranos (10 p.m. Sun., HBO) (note the time change), Tony's in a power struggle with Richie Aprile (David Proval), the recently sprung jailbird brother of deceased boss Jackie Aprile. Also, Meadow is caught in a lie and Dr. Melfi visits her own shrink to try to sort out her feelings for Tony. A special Super Sunday edition of Politically Incorrect (11:35 p.m. Sun., ABC) features Steve Harris, Jason Alexander, Margaret Cho, Mark Harmon, Rick Schroder and Smashing Pumpkins. - - - - - - - - - - - - Specials On Biography Close-Up: So You Want to Be President (8 p.m. ET/ 9 PT, Sat., A&E), host Harry Smith interviews former presidents and contenders George Bush, Gerald Ford, Michael Dukakis, Gary Hart, Jerry Brown, Mario Cuomo and Dan Quayle about what it's like to run for (and gain) the highest elected office in the land. The new cable movie Common Ground (8 p.m. Sat., Showtime) is an anthology of stories about gay and lesbian life in a small town over the course of 50 years. Terrence McNally, Harvey Fierstein and Paula Vogel are the writers; Jason Priestley, Eric Stoltz, Steven Weber, Mimi Rogers, Brittany Murphy and Ed Asner are among the stars. The new TV movie Runaway Virus (9 p.m. Sat., ABC) stars Paige Turco and Jason Beghe as two Centers for Disease Control docs trying to contain a deadly flu epidemic. Don't care about the Super Bowl?
