Congressional Quarterly, relying on the word of a "senior counterterrorism official," says that U.S. intelligence czar John Negroponte spends three hours a day most afternoons at Washington's swank University Club -- "getting a massage, taking a swim and having lunch, followed by a good cigar and a perusal of the daily papers in the club's library" while his security detail waits for him outside.

Negroponte's spokesman says it's a "matter of policy" not to discuss his schedule. And to be fair, some of Negroponte's defenders say they see him at the club only "several" times a week.
