Another question about the timing of Saddam's sentencing

If U.S. politics weren't a factor, why was the announcement made before the tribunal was ready with its explanation?

Just asking: If the decision to announce Saddam Hussein's verdict and sentence was really made solely by the five-judge tribunal that heard his case, why is it that the announcement was made before the judges' written explanation for their verdict was even ready?
