The question: Who blocked a Senate vote on habeas corpus rights for detainees at Guantánamo Bay?

Sep. 19, 2007 | Human rights supporters -- and we'd like to know who isn't one -- needed 60 votes in the Senate today to restore habeas corpus rights to detainees the United States is holding at Guantánamo Bay. They got 56.

Six Republicans -- Arlen Specter, Olympia Snowe, Chuck Hagel, Richard Lugar, John Sununu and Gordon Smith -- joined every Democrat in voting for cloture on the habeas corpus provision. Joseph Lieberman voted no.
