S E R I E S Hercules: The Legendary Journeys (8 p.m., syndicated) and Xena: Warrior Princess (9 p.m., syndicated) both start new seasons. On NewsRadio (8:30 p.m., NBC), a budget expert cuts Matthew's job. The Dan Aykroyd-as-priest sitcom Soul Man (8:30 p.m., ABC) opens a new season. Frasier and Niles try to outdo each other for their father's birthday on Frasier (9 p.m., NBC). Jane Pauley interviews Anita Hill on Dateline NBC (10 p.m., NBC). Previously on NYPD Blue (10 p.m., ABC): Simone was working undercover for the FBI in an operation against mobster Jimmy Salvo. Internal Affairs, thinking he was a dirty cop, suspended him. The FBI wouldn't intercede. Salvo was shot dead during a nighttime street-corner meeting with Simone. It sure looked like Sipowicz did it. On tonight's season premiere, it's several months later, Simone is off the force and Sipowicz is under investigation. S P O R T S Baseball playoffs (1 p.m., 4 p.m., ESPN; 8 p.m., Fox). T A L K Rosie O'Donnell (syndicated) welcomes Fran Drescher and Kevin Anderson; Michael J. Fox and Patti Smith appear on David Letterman (CBS); Jay Leno (NBC) hosts David Schwimmer and Ashley Judd; Tom Snyder (CBS) talks with Drew Carey; Carey makes the rounds with an appearance on Politically Incorrect (ABC); vying with Carey for the title of overexposed guest of the day is Fran Drescher -- she's also on Conan O'Brien (NBC); LL Cool J appears on Vibe (syndicated). E T C . Remember David Letterman's stalker, Margaret Ray? Well, it appears she's found a new object of her (unwanted) affections -- retired astronaut Story Musgrave (!). Ray was arrested recently outside Musgrave's Florida home and has been allegedly stalking him with letters, phone calls and packages for the past four years. Ray has previously been arrested eight times for incidents of harassment against Letterman, including breaking into his home and telling police she was his wife. That whooshing sound you hear? It's Dave breathing a sigh of relief.
