Kicking and screaming, complaining all the way, the ayes have it

The deed is done.

By a vote of 263 to 171, the U.S. House of Representatives agreed to the most significant government intervention in the economy since the New Deal.

39 Democrats and 26 Republicans changed their vote to yes. Scattered applause from the floor broke out when passage was assured.

The stock market's reaction was muted. The Dow was up only 200.
