Following a tornado that killed two men in Oklahoma on Sunday, the entire Midwest is again on alert.</p><p>As USA Today<a href="http://www.usatoday.com/story/weather/2013/05/20/tornadoes-severe-weather-plains-midwest/2325875/"> reported</a> Monday:</p><blockquote><p>The weather service said it was tracking "a large and extremely dangerous tornado'' just west of Moore, Okla., which is south of Oklahoma City. The storm was moving to the northeast, and forecasters said they expected "large, destructive hail up to tennis ball size.''</p> <p>... 			<content:encoded><![CDATA[<p>Arkansas Treasurer Martha Shoffner was arrested and charged with extortion over the weekend for allegedly accepting multiple $6,000 payments from a local broker who invested state money.</p><p>The <a href="http://www.arktimes.com/ArkansasBlog/archives/2013/05/20/shoffner-charge-details-kickbacks-from-security-broker-in-a-piebox">Arkansas Times</a> reports that over time, Shoffner, a Democrat, allegedly accepted at least $36,000, according to an affidavit filed in federal court on Monday:</p><blockquote><p>Shoffner was busted Saturday after receiving the latest in a series of $6,000 payments from a confidential source wired by the FBI (an unidentified securities dealer apparently given immunity from prosecution for cooperation). The source told the FBI he had paid Shoffner a total of $36,000 in six payments every six months, plus almost $5,000 in cash for a campaign event, in return for an increasing share of the state bond business.</p> <p>Shoffner got several of the payments rolled up and sealed in a pie box.</p></blockquote><p>"(The broker) began receiving more of the state's bond business after he/she began paying Shoffner $6,000 cash every six months," the affidavit said, according to the <a href="http://newsok.com/ark.-treasurer-accused-of-taking-cash-from-broker/article/feed/543630/?page=1">Associated Press</a>. Mark Pryor of Arkansas, who was one of four Democrats to vote against the Senate's measure to tighten gun background check laws.</p><p>The <a href="http://www.nationaljournal.com/politics/mark-pryor-may-soon-have-a-bloomberg-problem-20130423">National Journal</a> cites an anonymous senior official in the group, who said senior members of the super PAC met to discuss possible responses to the failure of gun control legislation:</p><blockquote><p>The Bloomberg group is mulling a variety of messages and methods for Arkansas. One approach would be to target reliable Democratic voters, including African Americans, with advertising that calls out Pryor for “opposing the president’s agenda,” the official said. Another would be to expand the campaign to suburban women and other moderates. Sam Brownback has signed a sweeping antiabortion omnibus bill into law, reaffirming the state's current ban on abortion at 20 weeks (without exceptions for rape or serious fetal anomalies), blocking tax breaks for abortion providers, expanding "conscience protections" for anti-choice groups and writing into state law that life begins "at fertilization."</p><p>It is, in effect, an antiabortion greatest-hits law.</p><p>At the bill's signing ceremony, the arch-conservative governor applauded the Legislature for passing the measure with sweeping margins and <a href="http://www.kansascity.com/2013/04/19/4191137/kan-governor-signs-sweeping-anti.html?utm_source=nar.al&amp;utm_medium=urlshortener&amp;utm_campaign=Twitter" target="_blank">announced</a>:  "All human life is sacred. It's beautiful. With this, we continue to build this culture of life in our state."</p><div>Sadly, states like Arkansas and North Dakota have moved the bar for judging antiabortion legislation so far to the right that Kansas' 20-week ban seems "modest" when compared to North Dakota's six-weeks and Arkansas' 12 weeks. But make no mistake: The Kansas law is equally dangerous for women, and still violates the accepted definition of fetal viability as defined by Roe v. 			<content:encoded><![CDATA[<p>The Benton County Republican Party's April newsletter included an essay from Chris Nogy, the husband of the group's secretary, called "Scathing," in which he suggests "a quick implementation of my 2<sup>nd</sup> amendment rights to remove a threat domestic," referring to the legislature's vote to expand Medicaid.</p><p>Nogy was particularly outraged over the "betrayal" by Republicans, after the GOP-controlled state Senate <a href="http://www.huffingtonpost.com/2013/04/17/arkansas-medicaid-expansion_n_3100353.html">approved</a> the expansion by a large margin.</p><p>Here's the key part of Nogy's essay in the <a href="http://www.nogy.net/bcgop/Apr_2013/index.html">newsletter</a>:</p><blockquote><p>The 2nd amendment means nothing unless those in power believe you would have no problem simply walking up and shooting them if they got too far out of line and stopped responding as representatives. It seems that we are unable to muster that belief in any of our representatives on a state or federal level, but we have to have something, something costly, something that they will fear that we will use if they step out of line. If we can’t shoot them, we have to at least be firm in our threat to take immediate action against them politically, socially, and civically if they screw up on something this big. 			<content:encoded><![CDATA[<p>According to a report from Amnesty International, a seriously ill and pregnant El Salvadorian woman may face jail time if she goes forward with a lifesaving and medically recommended abortion. Abortion is illegal under all circumstances in El Salvador.</p><p>The 22-year-old mother of one, identified only as Beatriz, is four-and-a-half months pregnant, but her doctors have confirmed that the fetus has anencephaly (developing without a brain and certain parts of the skull) and that the pregnancy is nonviable. In addition to the fetal diagnosis, Beatriz is experiencing critical health complications related to her lupus and kidney disease.</p><p>The hospital treating Beatriz requested legal permission to perform the abortion more than a month ago, but authorities have still not agreed to let them proceed. 			<content:encoded><![CDATA[<p>The American Civil Liberties Union and the Center for Reproductive Rights have filed a lawsuit to block an Arkansas law banning abortion care after 12 weeks from going into effect.</p><p>Arkansas Gov. Mike Beebe had <a href="http://www.salon.com/2013/03/07/the_nations_most_extreme_abortion_law_and_the_man_behind_it/" target="_blank">vetoed the extreme measure</a> in March, citing concerns that it violated Roe v. Wade and that subsequent legal challenges would prove "very costly to the taxpayers of our state" as the "costs and fees [of defending an unconstitutional law] can be significant." 			<content:encoded><![CDATA[<p>Salon <a href="http://www.salon.com/2013/01/16/proposals_to_drug_test_the_unemployed_gain_momentum/">reported last year</a> that GOP state lawmakers around the country were pushing ALEC-designed legislation that would force the unemployed to pass a drug test in order to receive benefits. According to Reuters Tuesday, such a measure is gaining ground in Arkansas. The Republican-led Arkansas state Senate approved a measure on Monday that would require random drug testing of Arkansas residents who receive state unemployment benefits. Arkansas' governor, Democrat Mike Beebe has expressed concerns about the federal legality of such a law. A similar proposal currently in a proposal under consideration in Texas' state's legislature (and supported by Gov. He notes, "The Federal Aviation Administration (FAA) has had a 'no fly zone' in place in Mayflower, Arkansas since April 1 at 2:12 PM and will be in place 'until further notice,' according to the FAA website and it's being overseen by ExxonMobil itself."</p><p>This means that any journalists or observers wishing to survey the tar sands disaster and cleanup efforts must ask the Pegasus pipeline owner for permission. In addition to the loss of wildlife, damage to property, and environmental and human health hazards posed by the spill, it may have implications for the Keystone XL pipeline currently under consideration by the Obama administration.</p><p>There is a lot more to the story that's important to understand. Here are six crucial things.</p><p><strong>1. Not Your Average Crude</strong></p><p>InsideClimate News <a href="http://insideclimatenews.org/news/20130330/exxon-confirms-ruptured-pipeline-ark-carried-canadian-dilbit">reported</a> shortly after the spill that an Exxon official confirmed the pipeline was "transporting a heavy form of crude from the Canadian tar sands region." Mike Beebe, a Democrat, and make it a law for voters to show photo ID before voting.</p><p>Both the state House and Senate are controlled by Republicans. The House voted 52-45 to override the veto, which had earlier passed in the state Senate by a margin of 21-12.</p><p>From the <a href="http://bigstory.ap.org/article/ark-house-finishes-veto-override-voter-id-bill">Associated Press</a>:</p><blockquote><p>While Arkansas poll workers must ask for identification under current law, voters don't have to show it to cast a ballot. Under the new law, voters who don't show photo identification can cast provisional ballots. 			<content:encoded><![CDATA[<p>Some antiabortion activists were crowing about their apparent <a href="http://www.salon.com/2013/03/28/this_is_what_losing_looks_like/">victories</a> in North Dakota last week -- including an unprecedented ban on abortion at six weeks, before most women know they're pregnant -- but, notably, that's not what Peggy Noonan wanted to talk about on "Meet the Press" yesterday. When Chuck Todd asked her if such legislation "could be what motivates evangelicals again," Noonan promptly changed the subject. It was no accident.</p><p>"The real story this week is the haunting and disturbing story of this doctor in Philadelphia -- [Kermit] Gosnell, who is being tried this week," she said, adding, "This was a man who had an abortion mill, that was in fact a death mill for babies essentially born. Being tried now, we'll see how it goes. But this is a story that is haunting, about the implications of decisions made by courts." (In fact, Gosnell is accused of crimes that have never been sanctioned by any court, and appears to have been exploiting <a href="http://www.huffingtonpost.com/kate-michelman/kermit-gosnell-abortion_b_2924348.html">gaps in access</a> for low-income women.) The point was this: Noonan, in keeping with the bigger antiabortion groups, doesn't want to talk about banning abortion in the first trimester, when it is overwhelmingly <a href="http://www.gallup.com/poll/1576/abortion.aspx">supported</a> by Americans. They would rather change the subject to grislier, rarer, later procedures. It is a <em>terrible</em> idea today.</p><p>This weekend, the Orwellian-named Exxon Pegasus pipeline <a href="http://www.reuters.com/article/2013/03/31/exxon-pipeline-spill-idUSL2N0CN00D20130331" target="_blank">spilled thousands of barrels of oil</a> into a residential neighborhood in Mayflower, Ark. Twenty-two families were evacuated from their homes, and cleanup, days later, continues. Check out this appalling video of crude oil leaking into the streets of this everyday American community:</p><p><iframe src="http://www.youtube.com/embed/u30m8U6VP3E" frameborder="0" width="560" height="315"></iframe></p><p>The oil is the same heavy crude from tar sands that oil companies behind the Keystone XL pipeline want to extract. In fact, the only difference between the Pegasus pipeline that leaked and the proposed Keystone XL? The proposed Keystone XL is <em><a href="http://www.transcanada.com/keystone.html" target="_blank">longer</a></em> --- over <a href="http://www.huffingtonpost.com/2013/03/31/arkansas-oil-spill-2013-exxon_n_2986754.html" target="_blank">300 miles longer</a> than the pipeline that leaked in Arkansas on Friday. That means the Keystone XL pipeline is even more likely to leak. 			<content:encoded><![CDATA[<p>This week, all eyes were on Arkansas, which just passed the most restrictive abortion law in the country, banning the procedure at 12 weeks. This is a lesson in what happens when Republicans take over state legislatures -- Arkansas' had been Democratic since Reconstruction, but flipped thanks in part to a cash infusion from the Koch brothers -- but will have little real-world impact. It's legislation as public relations, with the aim to further stigmatize abortion, and the law is so open-and-shut unconstitutional, it will doubtless get laughed out of court before it is ever enforced. What will likely be more significant to the future of abortion rights in this country is a little-noticed court decision in Idaho this week.</p><p>When Jennie Linn McCormack couldn't afford an abortion, she asked her sister to order her abortion-inducing drugs over the Internet, but after inducing miscarriage, learned she was further along than she'd thought -- between 19 and 23 weeks, according to an autopsy. She panicked and hid the fetus, which ended up on her back porch on the shelf of the barbecue, and eventually drew the police's attention. 			<content:encoded><![CDATA[<p>LITTLE ROCK, Ark. (AP) — Arkansas lawmakers overrode a veto Wednesday and gave the state the most restrictive abortion law in the country — a near-ban on the procedure from the 12th week of pregnancy onward that is certain to end up in court.</p><p>A day after the Republican-led state Senate voted to override Democratic Gov. Mike Beebe's veto, the GOP-controlled House voted 56-33 to do the same. Only a simple majority was needed in each chamber.</p><p>The vote comes less than a week after the Legislature overrode a veto of a separate bill banning most abortions starting in the 20th week of pregnancy. That bill took effect immediately after the final override vote, whereas the 12-week ban wouldn't take effect until this summer.</p><p>Abortion rights proponents have already said they'll sue to block the 12-week ban from taking effect. Beebe warned lawmakers that both measures are likely to fail in court and that the state would end up wasting money defending them if they became law.</p><p>The measures' supporters, who expected court challenges, were undaunted.</p><p>"Not the governor, nor anyone else other than the courts, can determine if something is constitutional or unconstitutional," Rep.
