It does not seem that Bieber, who has had seven weeks to claim the infant monkey, is likely to do so. Emails from his management to the animal shelter "indicated the singer doesn't want the monkey anymore," reports the AP. "Our contact is the person that the monkey belongs to," said customs office spokesman Thomas Meister. "We've had contact with lots of people, but none of them was an authorized representative."

"If no further documents arrive, then the seizure order comes into effect, and the animal becomes the property of the German state," said Meister.

Regardless of whether he reclaims Mally or not, Bieber also owes thousands of dollars in shelter costs used to care for the capuchin."You can bet we are going to ask for that money back," said Meister.

According to the AFP:

“We find it regrettable, but we preferred to move forward the Norwegian exams to avoid problems,” Roar Aasen, the headmaster of an upper secondary school in Aalesund on Norway’s west coast, told AFP.

In total, five schools in the town — more than a seven hours’ drive from Oslo — decided not to hold exams on April 16 and 17 since they coincided with two of Bieber’s three gigs in the Norwegian capital.

The tests, which would have been taken by around 500 pupils, will now be held on April 10 and 11.

Ruane, the nephew of Mark Staake, another inmate in on the plan, had been instructed by Martin to strangle Bieber with a paisley tie and then castrate him with hedge clippers. In the recording, Martin asks, "Did he go over the Bieber thing with you?" referring to the plan.

"Nah. The way I like to work dude, I like to know as little as possible," Ruane said. "He's gonna use one of the things you gave him, and then he's gonna take care of it."

"We went and bought the hedge clippers," Ruane said. "You're gonna give me 5 large ($5,000) for each one I get."

"Tie it really tight, and that cuts off all the oxygen, and then tie it in the back again, really tight. That seals the deal," Martin said.

The accident prompted some stars including the teen heartthrob himself on Wednesday to renew their calls for tougher laws to rein in their pursuers, though previous urgings have been stymied by First Amendment protections.

In a statement, Bieber said his prayers were with the photographer's family. Ironically, the singer wasn't even in the Ferrari on Tuesday.

"Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves," Bieber said in the statement released by Island Def Jam Music Group.

Authorities have withheld the name of the photographer, killed after being hit by a Toyota Highlander, pending notification of relatives.

Much of Hollywood was abuzz about the death, including Miley Cyrus, who sent several tweets critical of some of the actions of paparazzi and lamenting that the unfortunate accident was "bound to happen."

But the car – and Bieber's vehicular comings and goings – are familiar to local lensmen. In November, Judge Thomas Rubinson dismissed a reckless driving charge against photographer Paul Raef, who in July was involved in a high-speed freeway chase in pursuit of Bieber. At the time, Raef's frantic driving, at speeds over 80 mph, prompted several 911 calls. But Robinson ruled that a 2010 law meant to curtail that kind of potentially dangerous behavior, "in pursuit of photos for commercial gain," could conflict with legitimate First Amendment-protected news gathering.

Los Angeles police officer James Stoughton says the man died Tuesday evening at a hospital. Stoughton says Bieber was not in the car at the time.

Sgt. Rudy Lopez told the Los Angeles Times ( HTTP://LAT.MS/ZTTUCT ) that the pop star's friend was driving the car when it was pulled over for a traffic stop. It was parked on a busy street when the photographer arrived.

Police say the man was struck by a car as he returned to his own car.

Stoughton says no charges are expected against the motorist who hit the man.

A call to a Bieber publicist was not immediately returned.

Riches was not allowed to leave "Eastern District judicial boundaries without permission from a judge or his probation officers," the site reports.

Martin originally hatched the perverse plot with fellow Las Cruces state prison inmate Mark Staake, who then recruited his nephew, Tanner Ruane. The plan targeted four individuals--two of Martin's former acquaintances in Vermont, and then Bieber and his bodyguard when they were in New York City a few weeks ago. KRQE reports that Martin "gave strict orders to strangle the victims with a paisley tie, the kind Martin used as his calling card" and that Ruane was to castrate them. (Martin also has a Justin Bieber tattoo on his leg).

Oddly (and luckily), however, Martin turned in Staake and Ruane before any murders took place. Police in Vermont arrested Staake on outstanding warrants before anyone was harmed, and Ruane was later arrested in New York. Police found the murder tools and pruning shears in his possession.
