(AP) — A Southern California wildfire carving a path to the sea grew to more than 15 square miles and crews prepared Friday for another bad day of gusting winds and searing weather.</p><p>"We're going to be at Mother Nature's mercy," Ventura County fire spokesman Tom Kruschke said.</p><p>The wind-whipped fire erupted Thursday in the Camarillo area, damaging 15 homes and a cluster of recreational vehicles in a parking lot. About 2,000 Ventura County homes remained threatened and evacuations remained in force although the fire line edged southwards toward Malibu. It was about 20 miles from the coastal enclave at daybreak.</p><p>The blaze was 10 percent contained but the work of more than 900 firefighters and deputies was just beginning, fire officials said.</p><p>The weather forecast called for parching single-digit humidity, highs in the 90s in some fire areas and morning winds of 20 to 30 mph with gusts to 45 mph — slightly down from a day earlier.</p><p>There's still a chance of "explosive fire spread" before winds begin tapering off in the afternoon and cooler weather begins to kick in, said Curt Kaplan, a National Weather Service meteorologist in Oxnard.</p><p><a href="http://www.salon.com/2013/05/03/california_wildfire_burns_15_mile_path_to_pacific_ap/">Continue Reading...</a></p>]]></content:encoded>

(AP) — A third of the U.S. Air Force's active-duty force of combat planes including fighters and bombers will be grounded due to federal budget cuts, and only the units preparing to deploy to major operations, such as the war in Afghanistan, will remain mission-ready, a top general said Tuesday.</p><p>Other units would stand down on a rotating basis, said Gen. Mike Hostage, commander of Air Combat Command at Joint Base Langley-Eustis in Virginia.</p><p>"The current situation means we're accepting the risk that combat airpower may not be ready to respond immediately to new contingencies as they occur," Hostage said in a statement.</p><p>The Air Force didn't immediately release a list of the specific units and bases that would be affected, but it said it would cover some fighters like F-16 Fighting Falcons and F-22 Raptors, and some airborne warning and control aircraft in the U.S., Europe and the Pacific.</p><p>The Air Force says, on average, aircrews "lose currency' to fly combat commissions within 90 to 120 days of not flying. 			<content:encoded><![CDATA[<p>Investigators have traced a coordinated cyberattack that paralyzed tens of thousands of computers at six South Korean banks and media companies to a Chinese Internet Protocol address, but it was not yet clear who orchestrated the attack, authorities in Seoul said Thursday.</p><p>The discovery did not erase suspicions that North Korea was to blame. IP addresses are unique to each computer connected to the Internet, but they can easily be manipulated by hackers operating anywhere in the world. The investigation into Wednesday’s attack could take weeks.</p><p>By Thursday, only one of the six targets, Shinhan Bank, was back online and operating regularly. It could be next week before the other companies have fully recovered.</p><p>North Korea has threatened Seoul and Washington in recent days over U.N. sanctions imposed for its Feb. 12 nuclear test, and over ongoing U.S.-South Korean military drills. 			<content:encoded><![CDATA[<p>MANILA, Philippines (AP) — Torrential floods from a powerful typhoon engulfed emergency shelters and an army truck carrying soldiers and villagers who were fleeing their homes in the southern Philippines, raising the death toll from the storm to at least 74.</p><p>At least 43 of the victims drowned in one village. Rain accumulated atop a mountain and flooded down on Andap village in New Bataan town in hard-hit Compostela Valley province, Gov. Arturo Uy said. A school and village hall where evacuees were staying was swamped by the flash flood and an army truck carrying soldiers and villagers was washed away, according to Uy and army officials.</p><p>"They thought that they were already secure in a safe area, but they didn't know the torrents of water would go their way," Uy told DZBB radio Tuesday.</p><p>He said the town's death toll would rise because several uncounted bodies could not immediately be retrieved from floodwaters strewn with huge logs and debris.</p><p>Some 20 typhoons and storms lash the Philippines annually, but they more commonly hit the northern and central provinces of the archipelago.
