		<description><![CDATA[Contrary to the right's claims, enrollment in the food stamp program has kept pace with the unemployment rate]]></description>
			<content:encoded><![CDATA[<p>I recently <a href="http://jaredbernsteinblog.com/snap-rolls-theyre-elevated-for-a-reason/">pointed out</a> that contrary to conservative claims that the food stamp, or SNAP, program has run amok, participation is high for a reason: there are still a lot of folks struggling to provide their families with adequate nutrition, and this program has been particularly responsive to that need.  This is what we call: a good thing, not a bad thing.  As I wrote then:</p><blockquote><p>SNAP rolls increased sharply in the recession, as you’d expect—along with UI, SNAP was and is highly elastic to increased need—[and] they’ve decelerated of late as the economy has slowly improved, though here again, it’s not improved as fast for those more exposed to food insecurity.</p></blockquote><p>But did they increase more than they “should have” over the past few years?  One simple way to answer that question is to build a statistical model of SNAP caseloads as a function of the economy, estimate the model through 2007, and then project caseloads over the next few years based on actual economic outcomes. 			<content:encoded><![CDATA[<p>It’s fast becoming a cliché, but it’s nevertheless the truth: If Republicans plan to win the White House any time soon, they’re going to have to change. And that change will have to be more substantial than simply asking the Romney clan to ease up a bit on the whole public service thing, or churning out more Spanish-language campaign ads during the next election. To borrow one of the president’s favorite phrases, when it comes to an altered Republican Party, there’s got to be a “there” there. Singing some new lyrics atop the same old tune just won’t cut it. (Sorry, Senator Rubio.)</p><p>So the question is not so much whether the GOP should change but, rather, <em>how</em>? Two options commonly proffered are as follows: Republicans could follow the lead of Senators Ted Cruz and Rand Paul and push for even smaller government (I call this the “more cowbell” school of thought). Or they could look instead to the small but influential group of right-wing intellectuals claiming to offer a new path: the “conservative reformers.” The decision looks so simple. 			<content:encoded><![CDATA[<p>In a sleepy moment on the Senate floor Wednesday, Senate Democrats accepted an amendment to the long-delayed farm bill that, if passed in its current form, would represent another step in turning previously incarcerated Americans into a permanent underclass. Certain classes of ex-convicts would be denied food stamp benefits <em>for life</em>, under the <a href="http://www.vitter.senate.gov/newsroom/press/vitter-passes-amendment-to-farm-bill-to-eliminate-food-stamps-for-murderers-sex-offenders">amendment offered by Sen. David Vitter</a> (cannily, the crime of soliciting prostitutes is exempted from this ban). While the amendment may sound like common sense, it’s actually a harshly punitive, counterproductive policy that will only increase crime and trap people in the criminal justice system.</p><p>The amendment was clearly created as a wedge issue, a perennial Republican effort to get Democratic senators to vote for something that can get used against them later in attack ads. 			<content:encoded><![CDATA[<p>“Semantic infiltration” is a term coined by the foreign policy expert Fred Ikle and popularized by the late Senator Daniel Patrick Moynihan. Ikle <a href="http://spectator.org/archives/2010/07/10/semantic-infiltration">defined it thus</a>:</p><blockquote><p>Semantic infiltration means one undermines one’s own position in negotiations by adopting unknowingly the terms which the adversary “infiltrates.”</p></blockquote><p>As a conservative, Ikle drew most of his examples of semantic infiltration from liberal usages that became mainstream, like “affirmative action” for race- or gender-based preference policies. But in recent years, it is arguably the center-left that has suffered the most from the successful semantic infiltration of public discourse by loaded conservative terminology.</p><p>Witness the two terms “the welfare state” and “entitlements.” The right has managed to turn “welfare state,” once a neutral description for a modern system of economic security for individuals, into a pejorative phrase.</p><p>An even greater triumph of semantic infiltration by the right has been the universal use of the term “entitlements.” As used by conservatives and liberals alike, “entitlements” usually refers to three social insurance programs — two of them universal (Social Security and Medicare) and one means-tested (Medicaid).</p><p><a href="http://www.salon.com/2013/05/18/how_right_wingers_use_semantic_tricks_to_kill_government/">Continue Reading...</a></p>]]></content:encoded>

Because the policy, referred to as "Obama phones" by conservatives, has had the bad luck of being <a href="http://www.snopes.com/politics/taxes/cellphone.asp">distorted</a> as the Obama administration's policy of handing out free phones to welfare recipients -- a claim that was boosted by a racially charged video that went viral.</p><p>This month, the House Energy and Commerce Committee will hold a hearing on the policy. “The program has nearly tripled in size from $800 million in 2009 to $2.2 billion per year in 2012,” Republicans on the committee wrote in March. “American taxpayers — and we as their elected representatives — need to know how much of this growth is because of waste, fraud and abuse.”</p><p>Lifeline began during the Reagan administration, and was expanded during George W. Bush's presidency to include cellphone service. It's funded by phone bill fees that most people pay -- not, as some conspiracy theorists believe, by taxes. 			<content:encoded><![CDATA[<p>Salon <a href="http://www.salon.com/2013/01/16/proposals_to_drug_test_the_unemployed_gain_momentum/">reported last year</a> that GOP state lawmakers around the country were pushing ALEC-designed legislation that would force the unemployed to pass a drug test in order to receive benefits. According to Reuters Tuesday, such a measure is gaining ground in Arkansas. The Republican-led Arkansas state Senate approved a measure on Monday that would require random drug testing of Arkansas residents who receive state unemployment benefits. Arkansas' governor, Democrat Mike Beebe has expressed concerns about the federal legality of such a law. A similar proposal currently in a proposal under consideration in Texas' state's legislature (and supported by Gov. 			<content:encoded><![CDATA[<p>GOP lawmakers in statehouses around the country are pushing legislation that would force the unemployed to pass a drug test in order to receive benefits. In February 2012 Congress gave states the go-ahead to introduce such legislation, despite criticism from worker advocacy groups and civil libertarians.</p><p>When the federal law was passed, House Republicans initially wanted to let states have all 7.5 million people collecting unemployment compensation pee in a cup. A compromise was reached, which authorizes states to test applicants for benefits in two circumstances: if they were fired for using drugs, or if the only occupation they’re suited for is one the Department of Labor lists as commonly requiring drug testing. Which jobs the department might include in the provision is not yet determined (Democrats say a small number of professions, Republicans say most), but in the meantime GOP state legislators are pushing forward with drug-testing proposals.</p><p>Texas Gov. 			<content:encoded><![CDATA[<p>A new bill put before the Pennsylvania House is both punitive to low-income mothers and harsh on rape victims. <a href="http://thinkprogress.org/health/2012/10/24/1083101/proposed-bill-food-stamp-benefits-raped/">Think Progress reported</a> Wednesday on the legislation, introduced by five Republicans and one Democrat, which seeks to eliminate an increase in benefits offered to low-income mothers if a child is conceived while the woman is covered under the Temporary Assistance to Needy Family (TANF) program.</p><p>As Think Progress noted, "Despite the fact that low-income women who give birth to children would logically need increased assistance to care for their larger family, Pennsylvania lawmakers ... don’t want their state’s welfare program to provide additional benefits for that newborn." However, if a woman can prove -- and prove she must -- that a child was conceived through rape, then her benefits would not be cut. This is in fact old saw for a certain kind of anti-government conservative. I have given talks deep in conservative territory where courteous members of the audience would come up to me afterwards and say they agree we should pay taxes for infrastructure but not for giveaways “to those people.”</p><p><a href="http://www.nextnewdeal.net/"><img style="margin: 0 10px 0 0;" src="http://media.salon.com/2012/05/next-new-deal-logo.png" alt="Next New Deal" align="left" /></a> But coming from a presidential candidate of one of the major parties, such remarks are stunning. Moreover, Romney later claimed he stood by them. He insulted half the American people; at least the people who spoke to me were talking about perhaps only one quarter of them!
