(AP) -- Illinois Senate Democrats are delaying a vote on a plan that would make the state the 10th in the nation to legalize gay marriage.</p><p>A spokeswoman for Senate President John Cullerton tells The Associated Press the proposal to extend marriage rights to same-sex couples will get a committee hearing Thursday but there aren't currently enough votes to pass it on the floor.</p><p>Spokeswoman Rikeesha Phelon (rih-KEE'-shuh ful-AHN') says she doesn't know how many votes there are for the plan or when it might be called. Some Democrats were not in attendance Thursday. 			<content:encoded><![CDATA[<p>WASHINGTON -- Google is agreeing to license certain patents to mobile phone rivals and stop a practice of including snippets from other websites in its search results as part of a settlement to end a 19-month investigation into the search leader's business practices, the Federal Trade Commission said Thursday.</p><p>U.S. antitrust regulators added that they have found no evidence to claims that Google unfairly favors its own services in search results.</p><p>Google did agree to license patents deemed to be "essential" for rival mobile devices such as Apple Inc.'s iPhone, Research in Motion Ltd.'s BlackBerry and smartphones running on a Microsoft Corp.'s Windows software. Some of the patents in question came as part of Google's $12.4 billion acquisition of device maker Motorola Mobility Holdings earlier this year.</p><p>Regulators say Google is also promising that upon request, it will exclude snippets copied from other websites in its summaries of key information, even though the company had insisted the practice is legal under the fair-use provisions of U.S. copyright law. 			<content:encoded><![CDATA[<p>NEW ORLEANS (AP) — The Justice Department has reached a $1.4 billion settlement with Transocean Ltd., the owner of the drilling rig that sank after an explosion killed 11 workers and spawned the massive 2010 oil spill in the Gulf of Mexico.</p><p>Two people with knowledge of the negotiations say Switzerland-based Transocean would pay the money to resolve the department's civil and criminal probe of the company's role in the Deepwater Horizon disaster.</p><p>The people spoke on condition of anonymity because the settlement hadn't been announced publicly, though that announcement was expected later Thursday.</p><p>One of the people, a law enforcement official familiar with the deal, said Transocean would pay $1 billion in civil penalties, $400 million in criminal penalties and would plead guilty to violating the Clean Water Act.</p><p>BP PLC, which leased the rig from Transocean, already has agreed to pay a record $4.5 billion in penalties and plead guilty to manslaughter and other criminal charges related to the spill. (AP) — The Newtown schools superintendent says preparations have been made for a "normal" day, yet it will likely be anything but that when classes resume for Sandy Hook Elementary School students for the first time since a gunman killed 20 of their classmates.</p><p>With their original school still being treated as a crime scene, the students will begin attending classes at a refurbished school in the neighboring town of Monroe on Thursday. Law enforcement officers have been guarding the new school, and by the reckoning of police, it is "the safest school in America."</p><p>Still, Newtown Superintendent Janet Robinson said officials will do their best to make the students feel at ease.</p><p>"We will go to our regular schedule," she said. "We will be doing a normal day."</p><p>On Wednesday, the students and their families were welcomed at an open house at their new school, which was formerly the Chalk Hill Middle School in Monroe but renamed as the Sandy Hook Elementary School. 			<content:encoded><![CDATA[<div id="article-body-blocks"> <p>Google's executive chairman is preparing to travel to one of the last frontiers of cyberspace: North Korea.</p> <p>Eric Schmidt will travel to the country on a private, humanitarian mission led by former New Mexico governor Bill Richardson as early as this month.</p> <p>The trip would be the first by a top executive from US-based Google, the world's largest internet search provider, to a country considered to have the most restrictive internet policies in the world.</p> <p>North Korea is in the midst of what leader Kim Jong-un called a modern-day industrial revolution in a New Year's Day speech.</p> <p>He is pushing science and technology as a path to economic development for the impoverished country, aiming for computers in every school and digitised machinery in every factory.</p> <p>However, giving citizens open access to the internet has not been part of North Korea's strategy. While some North Koreans can access a domestic intranet service, very few have clearance to freely surf the web.</p> <p>It remains highly unlikely Google will push to launch a business venture in the country, according to Victor Cha, a former senior Asia specialist in the Bush administration.</p> <p>"Perhaps the most intriguing part of this trip is simply the idea of it," said Cha, an analyst with the Centre for Strategic and International Studies thinktank in Washington. (AP) -- Relatives of the majority of people killed in a Colorado movie theater rejected an invitation on Wednesday to attend its reopening later this month, calling it a "disgusting offer."</p><p>The parents, grandparents, cousins and widow of nine of the 12 people killed released a letter sent to the theater's owner, Cinemark, in which they criticized the Plano, Texas-based company for not reaching out to the families of victims to offer their condolences. They also said the company refused to meet with them one-on-one without lawyers present.</p><p>The families said they were asked to attend an "evening of remembrance" followed by a movie when the Aurora theater reopens on Jan. 17 in invitations sent two days after Christmas.</p><p>"Thanks for making what is a very difficult holiday season that much more difficult. Timing is everything and yours is awful," they wrote.</p><p>The company had no immediate comment.</p><p>Cinemark has been renovating the Aurora theater and plans to re-open it Jan. 17, a move the city's mayor said had widespread support in the community. Gov. 			<content:encoded><![CDATA[<p>As of Wednesday, Jan. 2, 2012, at least 2,043 members of the U.S. military had died in Afghanistan as a result of the U.S.-led invasion of Afghanistan in late 2001, according to an Associated Press count.</p><p>The AP count is the same as the Defense Department’s tally, last updated Wednesday at 10 a.m. EST.</p><p>At least 1,703 military service members have died in Afghanistan as a result of hostile action, according to the military’s numbers.</p><p>Outside of Afghanistan, the department reports at least 119 more members of the U.S. military died in support of Operation Enduring Freedom. Harris, a 26-year-old "Playmate of the Month" in 2009, broke off a previous engagement to Hefner just before they were to be married in 2011.</p><p>Playboy said on Tuesday that the couple celebrated at a New Year's Eve party at the mansion with guests that included comic Jon Lovitz, Gene Simmons of KISS and baseball star Evan Longoria.</p><p>The bride wore a strapless gown in soft pink, Hefner a black tux. 			<content:encoded><![CDATA[<p>LOS ANGELES (AP) -- Police say a paparazzo was hit by a car and killed after taking photos of Justin Bieber's Ferrari sports car in Los Angeles.</p><p>Los Angeles police officer James Stoughton says the man died Tuesday evening at a hospital. Stoughton says Bieber was not in the car at the time.</p><p>Sgt. Rudy Lopez told the Los Angeles Times ( HTTP://LAT.MS/ZTTUCT ) that the pop star's friend was driving the car when it was pulled over for a traffic stop. 			<content:encoded><![CDATA[<p id="yui_3_5_1_21_1357129760151_210">SEOUL, South Korea (AP) — North Korean leader Kim Jong Un on Tuesday called for improving the economy and living standards of his impoverished nation with the same urgency that scientists showed in successfully testing a long-range rocket recently.</p><p id="yui_3_5_1_21_1357129760151_218">Kim's first New Year's speech, delivered on state TV, was peppered with rhetoric, with calls for boosting the military's capabilities and making the science and technology sector world class. But other passages in the speech were also an acknowledgement of the poor state of the country's economy that has long lagged behind the rest of the region.</p><p id="yui_3_5_1_21_1357129760151_203">North Korea has little arable land, is prone to natural disasters and struggles to grow enough food for its 24 million people.</p><p id="yui_3_5_1_21_1357129760151_266">The annual New Year's Day message lays out North Korea's policy goals for the year. Cantor is an influential leader of conservatives and younger Republicans in the House.</p><p>Rep. Steve LaTourette, R-Ohio, and other participants said the overwhelming sentiment among House Republicans was to amend the bill to incorporate more spending cuts and send it back to the Senate. Several lawmakers and aides said such a move was likely, and on balance the GOP reaction seemed to seriously complicate efforts to enact a new law before the current Congress expires on Thursday.</p><p>"The speaker and leader laid out options to the members and listened to feedback," said Brendan Buck, spokesman for House Speaker John Boehner, R-Ohio. 			<content:encoded><![CDATA[<p>WASHINGTON (AP) - Doctors treating Secretary of State Hillary Rodham Clinton for a blood clot say the clot formed in her head but they stress that they are confident she will make a full recovery.</p><p>In an update Monday on Clinton's condition, her doctors say the blood clot did not result in a stroke, or neurological damage. The clot is located in the vein in the space between the brain and the skull behind the right ear.</p><p>Clinton's doctors say that to help dissolve the clot, they are treating her with blood thinners. He told the crowd of more than 5,000 at Revel Resort's Ovation Hall in song form: "Now you having my baby."</p><p>The crowd roared.</p><p>Most of the Kardashian clan tweeted about the news, including Kim's sisters and mother. Kourtney Kardashian wrote: "Another angel to welcome to our family. Overwhelmed with excitement!"</p><p>West also told concertgoers to congratulate his "baby mom" and that this was the "most amazing thing."</p><p>Representatives for West and Kardashian didn't immediately respond to emails about the pregnancy.</p><p>The rapper and reality TV star went public in March. Kardashian, 32, is about 12 weeks along, according to TMZ.</p><p>Kardashian married NBA player Kris Humphries in August 2011 and their divorce is not finalized.</p><p>West's Sunday night show was his third consecutive performance at Revel. 			<content:encoded><![CDATA[<p>BEIRUT (AP) — The international envoy to Syria warned Sunday that as many as 100,000 could die in the next year if a way cannot be found quickly to end the country's civil war.</p><p>Lakhdar Brahimi, the U.N.-Arab League envoy for the Syrian crisis, told reporters in Cairo that if the crisis continues Syria will not be divided into states "like what happened in Yugoslavia" but will face "Somalization, which means warlords, and the Syrian people will be persecuted by those who control their fate."</p><p>Syrian rebels are fighting a 21-month-old revolt against President Bashar Assad's regime. "The answer is about protecting the kids."</p><p>Pinsky asked this week to sue the state, which has immunity against most lawsuits unless it gives a party permission to go forward with a claim. Connecticut's claims commissioner couldn't be reached for comment Saturday.</p><p>Pinksy's client, whom he calls "Jill Doe" in the claim, sustained "emotional and psychological trauma and injury" on Dec. 14 after gunman Adam Lanza forced his way into Sandy Hook Elementary School and gunned down 20 children and six adults inside in one of the deadliest school shootings in U.S. history.</p><p>The child heard "conversations, gunfire and screaming" over Sandy Hook's intercom after someone in the office apparently switched on the system, according to the claim. 			<content:encoded><![CDATA[<p>WASHINGTON (AP) -- Whether negotiated in a rush before the new year or left for early January, the fiscal deal President Barack Obama and Congress cobble together will be far smaller than what they initially envisioned as an alternative to purposefully distasteful tax increases and spending cuts.</p><p>Instead, their deal, if a deal they indeed cut, will put off some big decisions about tax and entitlement changes and leave other deadlines in place that will likely lead to similar moments of brinkmanship, some in just a matter of weeks.</p><p>Republican and Democratic negotiators in the Senate were hoping for a deal as early as Sunday on what threshold to set for increased tax rates, whether to keep current inheritance tax rates and exemptions and how to pay for jobless benefits and avoid cuts in Medicare payments to doctors.</p><p>An agreement would halt automatic across-the-board tax increases for virtually every American and perhaps temporarily put off some steep spending cuts in defense and domestic programs.</p><p>Gone, however, is the talk of a grand deal that would tackle broad spending and revenue demands and set the nation on a course to lower deficits. 			<content:encoded><![CDATA[<p>NEW YORK (AP) -- A woman who told police she shoved a man to his death off a subway platform into the path of a train because she has hated Muslims since Sept. 11 and thought he was one was charged Saturday with murder as a hate crime, prosecutors said.</p><p>Erika Menendez was charged in the death of Sunando Sen, who was crushed by a 7 train in Queens on Thursday night, the second time this month a commuter has died in such a nightmarish fashion.</p><p>Menendez, 31, was awaiting arraignment on the charge Saturday evening, Queens District Attorney Richard A. Brown said. She could face 25 years to life in prison if convicted.
