			<content:encoded><![CDATA[<p>WASHINGTON (AP) — Boston's police commissioner told lawmakers conducting the first congressional hearing on the Marathon bombings that government should tighten security around celebratory public events and consider using more undercover officers, special police units and technology, including surveillance cameras — but only in ways that don't run afoul of civil liberties.</p><p>"I do not endorse actions that move Boston and our nation into a police state mentality, with surveillance cameras attached to every light pole in the city," Commissioner Edward Davis said in prepared remarks for the House Homeland Security Committee. "We do not and cannot live in a protective enclosure because of the actions of extremists who seek to disrupt our way of life."</p><p>Investigators used surveillance video from a restaurant near one of the explosions to help identify Tamerlan Tsarnaev, who died in a police shootout, and his younger brother, Dzhokhar, who survived, as the bombing suspects.</p><p>"Images from cameras do not lie. They do not forget," Davis said. "They can be viewed by a jury as evidence of what occurred. 			<content:encoded><![CDATA[<p>BOSTON (AP) — The 19-year-old charged with the Boston Marathon bombing, his throat injured by a gunshot wound, wrote down answers to the questions of investigators about his motives and connections to any terror networks.</p><p>Dzhokhar Tsarnaev's answers led them to believe he and his brother were motivated by a radical brand of Islam without major terror connections, said U.S. officials, who spoke on condition of anonymity because they were not authorized to discuss the investigation publicly.</p><p>But the written communication precluded back-and-forth exchanges often crucial to establishing key facts and meaning, said officials who cautioned they were still trying to verify what Tsarnaev told them and were poring over his telephone and online communications.</p><p>Tsarnaev was interrogated and charged Monday in his hospital room, where he was in serious condition with the throat wound and other injuries suffered during his attempted getaway. His brother, Tamerlan, 26, died Friday after a fierce gunbattle with police.</p><p>The charges came just hours before a memorial service for one of the three people killed in the bombings, 23-year-old Boston University graduate student Lu Lingzi, was held at the school and attended by hundreds of people, including Massachusetts Gov. But their uncle last week angrily called them "losers" who failed to feel settled even after a decade of living in the United States.</p><p>The disparity between the brothers' struggle to assimilate in the U.S. and their alleged bombing of the Boston Marathon reflects what counterterror experts describe as a classic pattern of young first- or second-generation immigrants striking out after struggling to fit in. The U.S. has long been worried about people in America who are not tied to any designated terrorist group but who are motivated by ideologies that lead them to commit violent acts. Some are motivated by radical religious interpretations; others feel ostracized by their communities.</p><p>Three U.S. officials involved in the investigation said the brothers had no links to any terrorist groups. (AP) — A 19-year-old college student wanted in the Boston Marathon bombings was taken into custody Friday evening after a manhunt that left the city virtually paralyzed and his older brother and accomplice dead.</p><p>Police announced via Twitter that Dzhokhar Tsarnaev was in custody. They later wrote, "CAPTURED!!! The hunt is over. The search is done. The terror is over. And justice has won. Suspect in custody."</p><p>Tsarnaev's brother, 26-year-old Tamerlan, was killed Friday in a furious attempt to escape police.</p><p>Dzhokhar Tsarnaev had been holed up in a boat in a Watertown neighborhood. The crowd gathered near the scene let out a cheer when spectators saw officers clapping.</p><p>"Everyone wants him alive," said Kathleen Paolillo, a 27-year-old teacher who lives in Watertown.</p><p>Boston Mayor Tom Menino tweeted "We got him," along with a photo of the police commissioner speaking to him. Or perhaps someone heard something beforehand as a culprit tested explosives or expressed an interest in attacking the race.</p><p>Law enforcement agencies pleaded Tuesday for the public to come forward with photos, videos or any information that might help them solve the twin bombings that killed three people and wounded more than 170 a day earlier. Investigators circulated information about the bombs, which involved kitchen pressure cookers packed with explosives, nails and other lethal shrapnel — but the FBI said nobody had claimed responsibility.</p><p>"Someone knows who did this," Richard DesLauriers, FBI agent in charge in Boston, said at a news conference where he detailed the type of clues a bomber might have left. 			<content:encoded><![CDATA[<p>BOSTON (AP) — The two bombs that ripped through the crowds at the Boston Marathon, killing three people and wounding more than 170, were fashioned out of pressure cookers and packed with shards of metal, nails and ball bearings, a person briefed on the investigation said Tuesday.</p><p>The details on the apparently crude but deadly explosives emerged as investigators appealed to the public for amateur video and photos that might yield clues, and the chief FBI agent in Boston vowed "we will go to the ends of the Earth" to find those responsible.</p><p>A person who spoke on the condition of anonymity because the investigation was still going on said that the explosives were put in 6-liter pressure cookers, placed in black duffel bags and left on the ground. They were packed with shrapnel to inflict maximum carnage, the person said.</p><p>The person said law enforcement officials have some of the bomb components but do not yet know what was used to set off the explosives.</p><p>A doctor treating the wounded appeared to corroborate the person's account, saying one of the victims was maimed by what looked like ball bearings or BBs. 			<content:encoded><![CDATA[<p>The New York Police Department put American citizens under surveillance and scrutinized where they ate, prayed and worked, not because of charges of wrongdoing but because of their ethnicity, according to interviews and documents obtained by The Associated Press.</p><p>The documents describe in extraordinary detail a secret program intended to catalog life inside Muslim neighborhoods as people immigrated, got jobs, became citizens and started businesses. The documents undercut the NYPD's claim that its officers only follow leads when investigating terrorism.</p><p>It started with one group, Moroccans, but the documents show police intended to build intelligence files on other ethnicities.</p><p>Undercover officers snapped photographs of restaurants frequented by Moroccans, including one that was noted for serving "religious Muslims." Police documented where Moroccans bought groceries, which hotels they visited and where they prayed. The official requested anonymity to discuss sensitive security information.</p><p>Officials would not tell the AP what specifically is being targeted in New York or Washington or the timing of a potential attack. A government official, speaking on condition of anonymity, said raising the terror alert is under consideration.</p><p>A law enforcement official in New York, also speaking on condition of anonymity to discuss sensitive security information, described the threat as credible but declined to give details.</p><p>Information gleaned from Osama bin Laden's compound in May indicated that al-Qaida had considered attacking the U.S. on the 10th anniversary and other important dates. 		<description><![CDATA[Images of passengers' naked bodies will no longer be used in security screenings]]></description>
			<content:encoded><![CDATA[<p>The Transportation Security Administration says it's installing new technology in some U.S. airports so when a traveler goes through checkpoint security, a generic outline of a person's body will be shown instead of the image of a naked body.</p><p>The agency says the change is intended to protect travelers' privacy rights while securing commercial air travel. 			<content:encoded><![CDATA[<p>The White House says its top counterterrorism agency chief is resigning after nearly five years at his post.</p><p>The president called National Counterterrorism Center director Michael Leiter, "a trusted adviser to me and to the entire national security team, providing us with an in-depth understanding of terrorist activities."</p><p>White House spokesman Jay Carney said Leiter's departure was his own decision. He praised Leiter's "tremendous service" to both the Obama and Bush administrations, as well as the country, during the past four years.</p><p>Leiter is leaving on what those close to him call a "high note," now that one of the nation's major counterterror goals has been met with the killing of Osama bin Laden last month.</p><p>The former fighter pilot also just put the finishing touches on a new national counterterrorism strategy he helped craft for the White House, outlining what an administration official called "a broad, sustained, and integrated campaign against al-Qaida."</p><p>The official said the strategy, to be announced later this summer, will help coordinate U.S. counterterrorism efforts with those of its allies, in the wake of the bin Laden killing and the regime-changing revolutions throughout the Mideast. 			<content:encoded><![CDATA[<p>By the end of April, terror threats to the U.S. will no longer be described in shades of green, blue, yellow, orange and red, The Associated Press has learned.</p><p>The nation's color-coded terror warning system will be phased out beginning this week, according to government officials familiar with the plan. The officials requested anonymity to speak ahead of an announcement scheduled Thursday by Homeland Security Secretary Janet Napolitano.</p><p>The Homeland Security Department and other government agencies have been reviewing the Homeland Security Advisory System's usefulness for more than a year. One of the most notable changes to come: The public will no longer hear automated recordings at U.S. airports stating that the threat level is orange.</p><p>The Obama administration will take the next three months to roll out a replacement, which will be called the National Terrorism Advisory System. The new plan calls for notifying specific audiences about specific threats. The plot sent tremors throughout the U.S., where after a frenzied day searching planes and parcel trucks for other explosives, officials temporarily banned all new cargo from Yemen.</p><p>Several U.S. officials said they were increasingly confident that al-Qaida's Yemen branch, the group behind the failed Detroit airliner bombing last Christmas, was responsible.</p><p>President Barack Obama called the coordinated attacks a "credible terrorist threat."</p><p>A Yemeni security official said investigators there were examining 24 other suspect packages in the capital, San'a.
