			<content:encoded><![CDATA[<p>WASHINGTON (AP) — Far-reaching legislation that grants a chance at citizenship to millions of immigrants living illegally in the United States cleared the Senate Judiciary Committee on a solid bipartisan vote Tuesday night after supporters somberly sidestepped a controversy over the rights of gay spouses.</p><p>The 13-5 vote cleared the way for an epic showdown on the Senate floor on legislation that is one of President Barack Obama's top domestic priorities — yet also gives the Republican Party a chance to recast itself as more appealing to minorities.</p><p>The action sparked rejoicing from immigration activists who crowded into a Senate committee room to witness the proceedings. "Yes, we can! 			<content:encoded><![CDATA[<p>WASHINGTON (AP) — The U.S. immigration system would undergo dramatic changes under a bipartisan Senate bill that puts a new focus on prospective immigrants' merit and employment potential, while seeking to end illegal immigration once and for all by creating legal avenues for workers to come here.</p><p>The bill would put the 11 million immigrants in the country illegally on a 13-year path to U.S. citizenship that would cost each $2,000 in fines plus additional fees, and would begin only after steps have been taken to secure the border, according to an outline of the measure.</p><p>The sweeping legislation also would remake the nation's inefficient legal immigration system, creating new immigration opportunities for tens of thousands of high- and low-skilled workers, as well as a new "merit visa" aimed at bringing people with talents to the U.S. Senators had planned to formally introduce the bill Tuesday, but after Monday's bombing at the Boston Marathon a planned press event was delayed until later in the week.</p><p>Employers would face tough new requirements to check the legal status of all workers. 			<content:encoded><![CDATA[<p>WASHINGTON (AP) — Bipartisan immigration legislation emerging in the Senate could prevent hundreds of thousands of immigrants in the U.S. illegally from ever becoming citizens, according to a Senate aide with knowledge of the proposals.</p><p>The bill expected to be unveiled next week would bar anyone who arrived in the U.S. after Dec. 31, 2011, from applying for legal status and ultimately citizenship, according to the aide, who spoke on condition of anonymity because the proposals had not been announced.</p><p>It also would require applicants to document that they were in the country before Dec. 31, 2011, have a clean criminal record, and show enough employment or financial stability that they're likely to stay off welfare.</p><p>Those requirements could end up excluding hundreds of thousands of the 11 million immigrants in the U.S. illegally from the path to citizenship envisioned by the bill, the aide said.</p><p>Although illegal immigration to the U.S. has been dropping, many tens of thousands still arrive each year, so the cutoff date alone could exclude a large number of people. That path to citizenship, however, is likely to take at least 15 years for many, longer than envisioned by Senate immigration negotiators or by President Barack Obama.</p><p>The secretive House effort, which also aims to further tighten the border against foreigners crossing illegally into the U.S. and crack down on employers who hire them, has been overshadowed by the bipartisan negotiations in the Senate, which is expected to act first on immigration legislation. 			<content:encoded><![CDATA[<p>WASHINGTON (AP) — Big business and labor have struck a deal on a new low-skilled worker program, removing the biggest hurdle to completion of sweeping immigration legislation allowing 11 million illegal immigrants eventual U.S. citizenship, labor and Senate officials said Saturday.</p><p>The agreement was reached in a phone call late Friday night with AFL-CIO President Richard Trumka, U.S. Chamber of Commerce head Tom Donohue, and Democratic Sen. Chuck Schumer of New York, who's been mediating the dispute.</p><p>The deal resolves disagreements over wages for the new workers and which industries would be included. Those disputes had led talks to break down a week ago, throwing into doubt whether Schumer and seven other senators crafting a comprehensive bipartisan immigration bill would be able to complete their work as planned.</p><p>The deal must still be signed off on by the other senators working with Schumer, including Republicans John McCain of Arizona and Marco Rubio of Florida, but that's expected to happen, according to a person with knowledge of the talks who spoke on condition of anonymity. With the agreement in place, the senators are expected to unveil their legislation the week of April 8. Many stubborn fault lines are sure to emerge.</p><p>Wednesday's Senate Judiciary Committee hearing, which comes amid a concerted focus on immigration reform from the White House to Capitol Hill, was to feature testimony from Homeland Security Secretary Janet Napolitano and — in an unusual move for Congress — an illegal immigrant, Jose Antonio Vargas, a former journalist who founded the group Define American, which campaigns for immigration reform.</p><p>The former head of America Online, Steve Case, also was on the witness list, along with Chris Crane, president of the immigration and customs' workers union, which has opposed Obama's immigration policies.</p><p>The hearing comes a day after Obama, in his State of the Union address, renewed his call for sweeping immigration legislation that includes a pathway to citizenship for the nation's estimated 11 million illegal immigrants. Although they are unlikely to endorse the president's call for banning assault weapons, they might go along with other proposals, such as requiring universal background checks on gun purchases.</p><p>Several of these senators responded warily after Obama unveiled his proposals Wednesday with the challenge that "Congress must act soon."</p><p>"I will look closely at all proposals on the table, but we must use common sense and respect our Constitution," said Sen. Jon Tester, D-Mont. 			<content:encoded><![CDATA[<p>WASHINGTON (AP) — The video game industry, blamed by some for fostering a culture of violence, defended its practices Friday at a White House meeting exploring how to prevent horrific shootings like the recent Connecticut elementary school massacre.</p><p>Vice President Joe Biden, wrapping up three days of wide-ranging talks on gun violence prevention, said the meeting was an effort to understand whether the U.S. was undergoing a "coarsening of our culture."</p><p>"I come to this meeting with no judgment. You all know the judgments other people have made," Biden said at the opening of a two-hour discussion. "We're looking for help."</p><p>The gaming industry says that violent crime, particularly among the young, has fallen since the early 1990s while video games have increased in popularity.</p><p>There are conflicting studies on the impact of video games and other screen violence. Some conclude that video games can desensitize people to real-world violence or temporarily quiet part of the brain that governs impulse control. 			<content:encoded><![CDATA[<p>WASHINGTON (AP) — Looking for broader remedies to gun violence, Vice President Joe Biden is reaching out to the video game industry for ideas as the White House seeks to assemble proposals in response to last month's massacre at a Connecticut elementary school.</p><p>Biden is scheduled to meet with video game representatives Friday as the White House explores cultural factors that may contribute to violent behavior.</p><p>The vice president, who is leading a task force that will present recommendations to President Barack Obama on Tuesday, met with other representatives from the entertainment industry, including Comcast Corp. and the Motion Picture Association of America, on Thursday.</p><p>Friday's meeting comes a day after the National Rifle Association rejected Obama administration proposals to limit high-capacity ammunition magazines and dug in on its opposition to an assault weapons ban, which Obama has previously said he will propose to Congress. The NRA was one of the pro-gun rights groups that met with Biden during the day.</p><p>NRA president David Keene, asked Friday if the NRA has enough support in Congress to fend off legislation to ban sales of assault weapons, indicated it does. 			<content:encoded><![CDATA[<p>President Barack Obama on Friday formally signed off on ending the ban on gays serving openly in the military, doing away with a policy that's been controversial from the day it was enacted and making good on his 2008 campaign promise to the gay community.</p><p>The president joined Defense Secretary Leon Panetta and Adm. Mike Mullen, the joint chiefs of staff chairman, in signing a notice and sending it to Congress certifying that military readiness would not be hurt by repealing the 17-year-old "don't ask, don't tell" policy.</p><p>That means that 60 days from now the ban will be lifted.</p><p>"As commander in chief, I have always been confident that our dedicated men and women in uniform would transition to a new policy in an orderly manner that preserves unit cohesion, recruitment, retention and military effectiveness," Obama said in a statement.</p><p>"Today's action follows extensive training of our military personnel and certification by Secretary Panetta and Admiral Mullen that our military is ready for repeal. But fear not -- like most politicians' Twitter accounts, Biden's will be staff-written.</p><p>It's part of the White House's growing focus on social media. The White House regularly communicates to supporters via Twitter, as does President Barack Obama's re-election campaign.</p><p>On Wednesday the White House will even hold a Twitter town hall. 			<content:encoded><![CDATA[<p>Europe's splendor behind him, Missouri rubble in front of him, President Barack Obama on Sunday toured the devastation wrought by a monster tornado, consoled the bereaved and committed the government to helping Joplin rebuild until the job is done.</p><p>"This is not just your tragedy. This is a national tragedy, and that means there will be a national response," Obama said.</p><p>Air Force One flew over a massive swath of brown as far as the eye could see -- a landscape of flattened houses and stripped trees -- on its approach. Missouri Gov. Jay Nixon and others greeted him on the tarmac before they set out for their first stop, a walking tour of a destroyed neighborhood. A memorial service later was punctuating a day of remembrance one week after the disaster.</p><p>Obama's motorcade pulled into a neighborhood where downed trees cleaved open houses, roofs were stripped or blown off, cars were cratered and splintered wood was everywhere. He saw nothing whole, but rather small domestic sights -- a view into a room with a TV still in place, a recliner sitting amid rubble, a washer-dryer standing next to a decimated house. 			<content:encoded><![CDATA[<p>President Barack Obama is pivoting from diplomacy on the world stage to the intimate and delicate domestic task of acting as healer-in-chief to a devastated community.</p><p>The president travels to tornado-wrecked Joplin, Mo., on Sunday, a day after returning from a six-day European tour of Ireland, England, France and Poland.</p><p>After days of focusing on the U.S. relationship with the rest of the world, he'll turn to an even more critical connection: his own, with the American people.</p><p>The president will visit with survivors and family members of the worst tornado in decades, a monster storm that tore through Joplin a week ago leaving more than 120 dead and hundreds more injured. A hundred more are unaccounted for, and the damage is massive.</p><p>The president will tour destroyed neighborhoods in the city of 50,000 in southwestern Missouri, and speak at a memorial service being held by local clergy and Gov. Jay Nixon for those who lost their lives. 			<content:encoded><![CDATA[<p>President Barack Obama and Israeli Prime Minister Benjamin Netanyahu were sharply at odds over terms for Middle East peace ahead of a highly anticipated Oval Office meeting Friday.</p><p>In a speech Thursday on U.S. policy in the Mideast, Obama for the first time endorsed the Palestinians' demand that their eventual state be based on borders that existed before the 1967 Six Day War in which Israel forces occupied east Jerusalem, the West Bank and Gaza.</p><p>From Jerusalem, Netanyahu dismissed the position as "indefensible," saying it would leave major Jewish settlements outside Israel. Then he boarded a plane for his long-scheduled visit to Washington, vowing to seek clarifications in his meeting with Obama at the White House.
