The same poll showed Obama's approval at 51 percent in early April

A new CNN/ORC poll finds that despite the controversies surrounding the IRS and the attacks in Benghazi, President Obama still enjoys a 53 percent approval rating, up from 51 percent at the beginning of April.

45 percent now say they disapprove of the President.

From CNN:

"That two-point difference is well within the poll's sampling error, so it is a mistake to characterize it as a gain for the president," says CNN Polling Director Keating Holland. "Nonetheless, an approval rating that has not dropped and remains over 50% will probably be taken as good news by Democrats after the events of the last week."

The CNN poll is in-line with Gallup, which also indicated a very slight rise in Obama's approval rating over the same time period. And Gallup's daily tracking poll also indicated a slight upward movement of Obama's approval rating over the past week. But as with the CNN poll, it was within that survey's sampling error.

This week's Sunday shows were unsurprisingly dominated by the IRS and Benghazi controversies

This week's Sunday shows focused on the latest revelations in the Benghazi and IRS controversies. Here are the highlights:

On the IRS scandal:

Dan Pfeiffer, a senior adviser to President Obama, addressed the IRS scandal, saying that the law is "irrelevant" though the actions of the IRS were "outrageous and inexcusable."

“I can’t speak to the law here. The law is irrelevant,” he said on ABC's This Week. “The activity was outrageous and inexcusable, and it was stopped and it needs to be fixed to ensure it never happens again.”

When pressed by host George Stephanopoulos, Pfeiffer explained: “What I mean is, whether it’s legal or illegal is not important to the fact that the conduct doesn’t matter. The Department of Justice has said that they’re looking into the legality of this. The president is not going to wait for that. We have to make sure it does not happen again, regardless of how that turns out.”

Sen. Rand Paul, R-Ky., on the other hand, said that he cannot believe that the misconduct by IRS employees was so limited in scope. “I can’t believe that one agent sort of started this,” he said on CNN’s State of the Union. “It seems too widespread.”

Rep. Paul Ryan, R-Wis., said on this week's episode of Fox News Sunday that he does not know whether there was a "cover-up" related to the attacks on the U.S. consulate in Benghazi, but the investigation needs to run its course.

"Those of us who have had the briefings, seen the videos, know there was no protest involved," Ryan said. "To suggest afterwards that this was the result of a spontaneous protest, we now know is not the case. So the burden of proof here is on the administration's side. Why did they continue to push this kind of a story when they knew nearly immediately afterwards that that was not the case?"

Host Chris Wallace asked Ryan if he thinks the White House "purposely misled" the American people to help win the election. "I don't know the answer to that question," Ryan replied. "Rather make a conclusion before an investigation has been completed, we just need to investigate this for the sake of good government."

As The Huffington Post points out, this is a slightly different approach from the one Ryan has been taking:

The Southern Poverty Law Center estimates that in 2011 there were approximately 100,000 "hard-core" believers in sovereign citizen ideology, though it's a tough number to nail down because the movement is so disparate. For the same reason -- and because, by their nature, members of the movement don't believe in laws -- it's also tough to draft legislation to specifically target those crimes favored by sovereign citizens.

While none would be barred from seeking that path, they would have to wait 10 years to become legal residents, making them eligible for citizenship after another five years.
