Before he can sell his plan back home, the president needs support from Mexican authorities

WASHINGTON (AP) -- President Barack Obama has his domestic ambition at the top of his travel agenda as he travels to Mexico on Thursday. To sell his immigration overhaul back home, he needs a growing economy in Mexico and a Mexican president willing to help him secure the border.

Obama was to fly to Mexico City on Thursday to meet with President Enrique Pena Nieto, eager to promote Mexico's economic success and the neighboring country's place as the second largest export market for U.S. goods and services. Mexicans will be hanging on the president's words, but Obama also has in mind an important audience back in the United States.

Though the role played by Latino voters in last year's U.S. presidential election gets much credit for the current momentum for changing immigration laws and providing a path to citizenship for 11 million immigrants in the U.S. illegally, another reason for the change in attitudes is that stronger border protections and the recession have been disincentives to cross into the U.S. As a result, illegal immigration has declined.

Lawmakers are engaged in a playground game of "who goes first," daring each political party to let the year end without resolving a Jan. 1 confluence of higher taxes and deep spending cuts that could rattle a recovering, but-still-fragile economy.

President Barack Obama returns from Hawaii Thursday to this increasingly familiar deadline showdown in the nation's capital, with even a stopgap solution now in doubt.

Adding to the mix of developments pushing toward a "fiscal cliff," Treasury Secretary Timothy Geithner informed Congress on Wednesday that the government was on track to hit its borrowing limit on Monday and that he would take "extraordinary measures as authorized by law" to postpone a government default.

Still, he added, uncertainty over the outcome of negotiations over taxes and spending made it difficult to determine how much time those measures would buy.

In recent days, Obama's aides have been consulting with Senate Democratic Leader Harry Reid's office, but Republicans have not been part of the discussions, suggesting much still needs to be done if a deal, even a small one, were to be struck and passed through Congress by Monday.

President Obama delivers a stirring address at Newtown High School, not far from Sandy Hook Elementary

NEWTOWN, Conn. (AP) — A mournful President Barack Obama said Sunday that the nation is failing to keep its children safe, pledging that change must come after an elementary-school massacre left 20 children dead.

"What choice do we have?" Obama said. "Are we really prepared to say that we're powerless in the face of such carnage, that the politics are too hard?"

In a vigil for the fallen, in a moment of grief that spread around the world, Obama conceded that none of his words would match the sorrow. But he declared to the community of Newtown: "You are not alone."

For Obama, ending his fourth year in office, it was another sorrowful visit to another community in disbelief. It is the job of the president to be there, to listen and console, to offer help even when the only thing within his grasp is a hug.

The massacre of 26 children and adults at Sandy Hook Elementary on Friday elicited horror around the world, soul-searching in the United States, fresh political debate about gun control and questions about the incomprehensible — what drove the suspect to act.

Privately, Obama told Connecticut Gov. Dannel Malloy that Friday was the most difficult day of his presidency.

It's "not a game that I will play," the president said

WASHINGTON (AP) — President Barack Obama warned Republicans on Wednesday against picking another fight over the nation's debt ceiling, telling business leaders that it's "not a game that I will play."

Obama said in remarks to the Business Roundtable that he was aware of reports that Republicans may be willing to agree to higher tax rates on the wealthy as a way to avert the looming "fiscal cliff" and then come back next year with more leverage to extract spending cuts from the White House in exchange for raising the government's borrowing limit.

"That is a bad strategy for America, it's a bad strategy for your businesses and it's not a game that I will play," Obama said, recalling the "catastrophe that happened in August of 2011."

The president's cautionary tone to congressional Republicans came amid a standoff over the looming fiscal cliff, a series of automatic spending cuts and tax increases scheduled for the end of the year that could undermine the nation's economic recovery. Negotiations have focused on whether tax rates for the wealthy should increase, how deeply to cut spending on entitlements such as Medicare and how to deal with raising the government's borrowing limit early next year.

"When the American people speak loudly enough, lo and behold, Congress listens," the President said

WASHINGTON (AP) — President Barack Obama said Wednesday he believes that members of both parties can reach a "framework" on a debt-cutting deal before Christmas, making his case with a mix of optimism and pressure on congressional Republicans to keep tax rates from rising on the middle class.

Obama, pushing ahead with his campaign to increase revenue by hiking taxes on wealthier Americans, was joined by about a dozen middle-class Americans at a White House event in the midst of negotiation on how to avoid a so-called fiscal cliff at year's end when across-the-board tax hikes and steep spending cuts kick in.

"I am ready and able and willing and excited to go ahead and get this issue resolved in bipartisan fashion so that American families, American businesses have some certainty going into next year," Obama said.

He took special note of reports that some Republicans have expressed a willingness to extend the current expiring tax rates for households earning less than $250,000. Conservative Oklahoma GOP Rep. Tom Cole told GOP colleagues in a private meeting on Tuesday that it's better to extend tax cuts for 98 percent of taxpayers than engage in a prolonged fight that risks increasing taxes on everyone. Cole is a longtime GOP loyalist and a confidant of House Speaker John Boehner, R-Ohio.

The President wrapped up a four-day trip to Southeast Asia with diplomatic talks

PHNOM PENH, Cambodia (AP) — President Barack Obama closed his Asian tour in diplomatic talks with leaders of Japan and China, their economic message overshadowed by security tensions over disputed waters and territories. The crisis between Israel and Hamas militants intervened, too, as Obama rushed his top diplomat straight from Cambodia to the Mideast.

Obama was wrapping up four days in Southeast Asia on Tuesday and starting the long journey home, where fiscal deadlines and decisions await.

On the margins of the East Asia Summit here, Obama met with two Asian leaders, outgoing Chinese Premier Wen Jiabao and Japanese Prime Minister Yoshihiko Noda, who is likely to be replaced. The president is devoting attention to the region to broaden U.S. influence in a part of the world long dominated by China.

But talk of trade was overshadowed by discussions over how to prevent violence over South China Sea territories. Southeast Asian leaders meeting here in the Cambodian capital decided to ask China to start formal talks "as soon as possible" on crafting a binding agreement on how to resolve such disputes.

(AP) — If President Barack Obama was looking for a lift in Florida, he got one from Scott Van Duzer. The 46-year-old, six-foot-three Republican gave Obama a bear hug, raising him off the ground as Obama marveled at the man's strength — and enthusiasm.

Van Duzer owns the Big Apple Pizza and Pasta Italian Restaurant where Obama stopped on Sunday during a Florida bus swing. He also runs a foundation that helps collect blood for the ill; he has received White House commendations for his work.

As he entered, Obama admired Van Duzer's biceps, saying "Look at these guns!"

Said Obama: "The guy's just got a big heart, along with big pecs."

Of his embrace, Van Duzer said: "I was overwhelmed when I saw him."

He said Obama had his vote.

President emphatic that spending cuts alone can't solve debt problem

In a blunt rejoinder to congressional Republicans, President Barack Obama called for $1.5 trillion in new taxes Monday, part of a total 10-year deficit reduction package totaling more than $3 trillion. "We can't just cut our way out of this hole," the president said.

The president's proposal aims to reduce spending in mandatory benefit programs, including Medicare and Medicaid, by $580 billion and counts savings of $1 trillion over 10 years from the withdrawal of troops from Iraq and Afghanistan.

Obama's recommendation to a joint congressional committee served as a sharp counterpoint to Republican lawmakers, who have insisted that tax increases should play no part in taming the nation's escalating national debt. The new taxes would predominantly hit wealthy Americans, ending their Bush-era tax cuts and limiting their deductions.

"It's only right we ask everyone to pay their fair share," Obama said.

Responding to a complaint from Republicans about his proposed tax on the wealthy, Obama added: "This is not class warfare. It's math."

President would veto any deficit-reduction plan that didn't include tax hikes on the wealthy

President Barack Obama will propose $1.5 trillion in new taxes as part of a plan to identify more than $3 trillion in long-term deficit reduction and slow the nation's escalating national debt.

Obama's tax plan is aimed predominantly at the wealthy and draws sharp contrasts with congressional Republicans.

It comes just days after House Speaker John Boehner ruled out tax increases to lower deficits. It also comes amid a clamor in his own Democratic Party for Obama to take a tougher stance against Republicans. And while the plan stands little chance of passing Congress, its populist pitch is one that the White House believes the public can support.

The core of the president's plan totals just more than $2 trillion in deficit reduction over 10 years. It combines the new taxes with $580 billion in cuts to mandatory benefit programs, including $248 billion from Medicare.

The administration also counts savings of $1 trillion over 10 years from the withdrawal of troops from Iraq and Afghanistan.

The deficit reduction plan represents an economic bookend to the $447 billion in tax cuts and new public works spending that Obama has proposed as a short-term measure to stimulate the economy and create jobs. He's submitting his deficit fighting plan to a special joint committee of Congress that is charged with recommending deficit reductions of up to $1.5 trillion over 10 years.

Negotiations to increase the nation's debt ceiling shifted to Congress where Republican and Democratic leaders were assessing the mood of their members even as an intricate but potentially face-saving deal to avoid an unprecedented government default was taking shape in the Senate.

With an Aug. 2 deadline looming and no compromise jelling at the White House, President Barack Obama had to settle Friday for asking congressional leaders to take three deficit reduction options to their members to see which, if any, could win a vote in the House and Senate.

Meanwhile, a proposal the White House has termed a "fallback option" was taking root in the Senate as a likely alternative to the brinkmanship that has defined negotiations to secure an increase in the government's borrowing authority.

Obama, who had vowed to meet with congressional leaders every day until a debt limit deal was struck, did not schedule a session for Friday and instead asked leaders to gauge the temperament of their caucuses and to report back to him in 24 to 36 hours. White House officials said a meeting could still be scheduled this weekend.

Lawmakers to miss July 4. recess for the sake of deficit talks

The Senate has abandoned plans for a July 4 break and instead will work next week as lawmakers race the clock in an attempt to strike a compromise on avoiding a government default and reducing mammoth federal deficits.

Senate Majority Leader Harry Reid, D-Nev., announced the scheduling change Thursday, a day after President Barack Obama prodded lawmakers to act swiftly to extend the government's ability to borrow money. The Senate had been scheduled to take a week's break but instead will meet beginning Tuesday.

"We'll do that because we have work to do," Reid said on the Senate floor.

The House had already been scheduled to work next week.

Obama had insisted there is no more time to add. And he beseeched and badgered lawmakers to complete a deal to cut long-term deficits and lift the nation's debt ceiling before Aug. 2 to avoid what his administration says would be a calamitous government default.

"There's no point in putting it off," he said Wednesday. "We've got to get this done."

But neither Obama nor the divided Congress is making it easier. The White House has identified at least $1.3 trillion in spending cuts over 10 years and is proposing up to $400 billion in new tax revenue. Republicans want more spending cuts and no tax increases.

President continues onslaught against Paul Ryan's budget plan

Launching a week devoted to selling his deficit-reduction plan, President Barack Obama on Saturday drew sharp contrasts with a House Republican budget that he says offers a vision that "is wrong for America."

In his weekly radio and Internet address, Obama charged Republicans with seeking to dismantle venerable safety net programs and choosing tax cuts for the wealthy at the expense of students paying for college or older adults on Medicare.

"To restore fiscal responsibility, we all need to share in the sacrifice - but we don't have to sacrifice the America we believe in," Obama said.

The criticism echoed his speech Wednesday in which he unveiled a $4 trillion deficit-reduction plan over 12 years, a goal he says he can achieve with a blend of spending cuts, changes in major government health care programs and tax increases.

Obama's message represents his clearest attempt to place ideological distance with Republicans after months spent negotiating a compromise six-month spending bill that trimmed more than $38 billion from the government. Obama signed that legislation Friday.
