			<content:encoded><![CDATA[<p>KABUL (AP) — U.S. Secretary of State John Kerry has flown into Afghanistan on an unannounced visit to see President Hamid Karzai amid concerns the Afghan president may be jeopardizing progress in the war against extremism with anti-American rhetoric.</p><p>Kerry arrived in the Afghan capital on Monday for a 24-hour visit and was to meet Karzai, civic leaders and others to discuss continued U.S. assistance to the country. 			<content:encoded><![CDATA[<p>JERUSALEM (AP) — Wrapping up a three day visit to Israel, President Barack Obama paid respects to its heroes and to victims of the Holocaust, solemnly reaffirming the Jewish state's right to exist.</p><p>Accompanied by Israeli Prime Minister Benjamin Netanyahu and President Shimon Peres, Obama laid wreaths at the graves of Theodor Herzl, the founder of modern Zionism who died in 1904 before realizing his dream of a Jewish homeland, and former Israeli Prime Minister Yitzhak Rabin, who was assassinated in 1995.</p><p>He also toured the Yad Vashem Holocaust memorial, declaring after that the memorial illustrates the depravity to which man can sink but also serves as a reminder of the "righteous among nations who refused to be bystanders."</p><p>Friday's stop at Herzl's grave, together with Thursday's visit to see the Dead Sea Scrolls, the ancient Hebrew texts, were symbolic stops for Obama that acknowledged that the rationale for Israel's existence rests with its historical ties to the region and with a vision that predated the Holocaust. 			<content:encoded><![CDATA[<p>WASHINGTON (AP) — An independent panel charged with investigating the deadly Sept. 11 attack in Libya that killed a U.S. ambassador and three other Americans has concluded that systematic management and leadership failures at the State Department led to "grossly" inadequate security at the mission in Benghazi.</p><p>"Systematic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department resulted in a Special Mission security posture that was inadequate for Benghazi and grossly inadequate to deal with the attack that took place," the panel said.</p><p>The report singled out the Bureau of Diplomatic Security and the Bureau of Near East Affairs for criticism, saying there appeared to be a lack of cooperation and confusion over protection at the mission in Benghazi, a city in Eastern Libya that was relatively lawless after the revolution that toppled Libyan strongman Moammar Gadhafi.</p><p>Despite those failures, the Accountability Review Board determined that no individual officials ignored or violated their duties and recommended no disciplinary action now. 			<content:encoded><![CDATA[<p>WASHINGTON (AP) — Secretary of State Hillary Rodham Clinton, who skipped an overseas trip this past week because of a stomach virus, sustained a concussion after fainting, the State Department said Saturday.</p><p>The 65-year-old Clinton, who's expected to leave her job soon after serving as America's top diplomat during President Barack Obama's first term, is recovering at home and being monitored by doctors, according to a statement by aide Philippe Reines.</p><p>No further details were immediately available.</p><p>The statement said Clinton was dehydrated because of the virus and that she fainted and sustained a concussion. 			<content:encoded><![CDATA[<p>WASHINGTON (AP) — Diplomats at the U.S. Embassy in Beirut have started to destroy classified material as a security precaution amid anti-American protests in Lebanon and elsewhere in the Middle East and North Africa.</p><p>A State Department status report obtained Monday by The Associated Press said the Beirut embassy had “reviewed its emergency procedures and is beginning to destroy classified holdings.” It also said that local Lebanese employees were sent home early due to protests by the militant Shiite group Hezbollah over an anti-Muslim film produced in the U.S.</p><p>In Washington, a State Department official said there was no imminent threat to the heavily fortified Beirut embassy, which is about an hour away from where the nearest demonstration is planned. 			<content:encoded><![CDATA[<p>Executing a global squeeze play, the United States and its European allies on Thursday demanded an end to four decades of brutal family dictatorship in Syria and underscored the tough talk with new sanctions on President Bashar Assad's government.</p><p>The unified stance isolates Assad further as he presses a military campaign against major demonstrations. 			<content:encoded><![CDATA[<p>The Obama administration accused Iran on Thursday of entering into a "secret deal" with an al-Qaida offshoot that provides money and recruits for attacks in Afghanistan and Pakistan. The Treasury Department designated six members of the unit as terrorists subject to U.S. sanctions.</p><p>The U.S. intelligence community has in the past disagreed about the extent of direct links between the Iranian government and al-Qaida. Thursday's allegations went further than what most analysts had previously said was a murky relationship with limited cooperation.</p><p>David S. Cohen, Treasury's point man for terrorism and financial intelligence, said Iran entered a "secret deal with al-Qaida allowing it to funnel funds and operatives through its territory." He didn't provide any details of that agreement, but said the sanctions seek to disrupt al-Qaida's work in Iraq and deny the terrorist group's leadership much-needed support.</p><p>"Iran is the leading state sponsor of terrorism in the world today," Cohen said in a statement. 			<content:encoded><![CDATA[<p>Top nuclear envoys from North and South Korea emerged smiling from a face-to-face meeting Friday, saying they were ready to work together to resume stalled disarmament talks.</p><p>The meeting was the first between envoys from the two nations since 2008, when international efforts to end Pyongyang's nuclear weapons program collapsed, and the announcement was certain to be welcomed in regional capitals and Washington.</p><p>But diplomats also have long experience with seeing the North engage in negotiations and seemingly making concessions before ultimately throwing up roadblocks that prevent real progress.</p><p>"We agreed to make efforts to resume the six-party talks soon," said Ri Yong Ho of North Korea as he was thronged by television crews and reporters. But she will now leave the Ethiopian capital immediately because the ash cloud from the explosion in Eritrea is heading toward the city.</p><p>U.S. officials said the airport at Addis Ababa was to be closed. That meant Clinton faced being stranded if she had proceeded with her planned meetings in Ethiopia on Tuesday.</p><p>Clinton was scheduled to depart Tuesday afternoon and arrive back in Washington early Wednesday. We are looking into them."</p><p>She had no comment on reports of China's involvement.</p><p>Google said Wednesday that personal Gmail accounts of several hundred people, including senior U.S. government officials, military personnel and political activists, had been exposed. Google traced the origin of the attacks to Jinan, China, the home city of a military vocational school whose computers were linked to a more sophisticated assault on Google's systems 17 months ago. The two attacks are not believed to be linked.</p><p>White House spokesman Jay Carney said the Obama administration doesn't restrict government employees from using personal Gmail accounts, but does direct workers to use government email for official business.
