On a new episode of King of the Hill (8 p.m., Fox), Hank makes a promotional video extolling the virtues of Arlen when he hears that the Dallas Cowboys are looking for new practice headquarters. Buffy the Vampire Slayer (8 p.m., WB) reruns the one where Willow learns Oz's hairy secret. Futurama (8:30 p.m., Fox) moves into its Tuesday time slot with an episode in which Fry and Bender become an odd couple of roommates. Fox's new all-animated Tuesday lineup also includes a time change for The PJs (9 p.m., Fox); Thurgood takes Calvin and Juicy on a camping trip, sort of. The weakest of Fox's new animated series, Family Guy (9:30 p.m., Fox), gets the best time slot (Sundays following "The Simpsons," beginning next week). Big mistake. Until then, here's a rerun of the pilot. The new sitcom Everything's Relative (9:30 p.m., NBC) stars Kevin Rahm as a sitcom writer who finds plenty of material close to home. Jeffrey Tambor ("The Larry Sanders Show") and Jill Clayburgh play his neurotic parents. On Sports Night (9:30 p.m., ABC), Dana has too much on her plate when she fills in for Isaac, who is recuperating from a stroke. NYPD Blue (10 p.m., ABC) is finally back with new episodes. This week, we get a glimpse at the roots of Sipowicz's racism when he has a recurring dream involving his father and Officer Dornan, the black cop with whom Andy tangled in the Suarez case.
