David Spade gets to be snarky to Luke Skywalker when Mark Hamill guests on a rerun of Just Shoot Me (8 p.m., NBC). On a bonus "Shoot Me" rerun (9 p.m.), Maya dates a guy who thinks he's Woody Allen. The real Woody makes a voice cameo at the end. Serial killer John Wayne Gacy is the subject of a new Biography (8 p.m. EDT/9 PDT, A&E). 60 Minutes II (9 p.m., CBS) updates a January report on a secret Russian city where plutonium was produced during the Cold War. On a rerun of Felicity (9 p.m., WB), Sean makes a documentary about Felicity and Noel's messy relationship. NYPD Blue (10 p.m., CBS) reruns the one where a visit from his sister makes Danny even more squirelly than usual. The new animated series Downtown (10:30 p.m., MTV) focuses on a group of young, hip (or, at least, semi-hip) East Village pals. From the producers of "Daria."
