Norm tries to cheer up Laurie after she fails to win a coveted social worker award on Norm (8:30 p.m., ABC). The West Wing (9 p.m., NBC) reruns the one where the president has to deal with a siege involving militia members, a hurricane bearing down on American ships and a state dinner for the president of Indonesia, all at the same time. They don't call him the commander in chief for nothing. 20/20 (10 p.m., ABC) unveils a joint ABC News-New York Times investigation about a national company under suspicion for deceptive sales practices and its connection to Wall Street. On First Person (10:30 p.m., Bravo), documentarian Errol Morris profiles a woman in love with a suspected serial killer. The latest bit of reality silliness, Your Favorite Girl Next Door (10:30 p.m., FX), is a weekly beauty pageant in which a studio audience bestows the crown on "real" women who send in home videos of themselves. Yes, there is a swimsuit competition. No, Rick Rockwell isn't the host. Yet.
