At least 75 people were killed today when a truck bomb exploded outside a Shiite mosque in central Baghdad. The attack came as U.S. forces conducted major military operations in the Diyala province, where the insurgents’ base — but clearly not their reach — has moved in response to the president’s Baghdad security plan.
