Why wasn't Colbert invited to the state dinner?

In light of the Obama's hosting Chinese President, Stephen Colbert takes a jab at John Boehner -- who declined the invitation to attend -- and bemoans America's brokeness:

This black tie dinner should've been a sweatpants pot luck -- with boxed wine and a sleeve of Oreos.
