The Nanny (8 p.m., CBS) signs off for good with an hour-long finale in which Fran gives birth to twins, but remains perfectly coiffed. On Dawson's Creek (8 p.m., WB), Joey and Dawson's plans for romance keep getting sidetracked. Harry Shearer plays a UFO-obsessed talk radio host on Seven Days (8 p.m., UPN). On Party of Five (9 p.m., Fox), Daphne returns to throw cold water on Charlie and Kirsten's happiness, and Sarah and Julia engage in soul-searching over their respective relationships. Seven of Nine travels back in time to prevent a future disaster on Star Trek: Voyager (9 p.m., UPN). Fresh from what may have been the final episode of "NewsRadio," Vicki Lewis guests on The Norm Show (9:30 p.m., ABC) as an annoying co-worker (surprise!) who makes Laurie's life a living hell. Joe Piscopo (he was famous in the '80s, kids) plays a strip-joint owner in trouble with the mob on Law & Order (10 p.m., NBC).
