AP: Tester wins Montana

Democrats assured of at least a 50-50 Senate; Virginia will determine the final outcome.

The Associated Press has just declared Democrat Jon Tester the winner in Montana. Tester is claiming victory now, but Republican Sen. Conrad Burns hasn't conceded anything yet.

If the AP's call for Tester holds, the Democrats can't do any worse than a 50-50 tie in the U.S. Senate. If they win Virginia -- they say they already have -- they will take control of the body from the Republicans.
