The president has vowed a veto.

The House of Representatives has just passed an emergency funding bill for the wars in Iraq and Afghanistan -- complete with a measure that would require the president to withdraw almost all U.S. troops from Iraq by August 2008. The bill passed 218-212, with the votes breaking down mostly by party lines.

"The American people have lost faith in the president's conduct of this war," the Associated Press quotes House Speaker Nancy Pelosi as saying.

The White House has said that the president will veto the measure if it ever gets to him.
