The 23rd Congressional District, stretching from Oneida, Madison and Oswego counties to the Canadian border, is where the Republican Party wants to finally stop the blue wave that swept Democrats to power in the White House and Congress.
â¢ The Republican nominee and early frontrunner, state Assemblywoman Dede Scozzafava, of Gouverneur, is trying to become the first woman to represent the region in Congress.
â¢ Plattsburgh lawyer and Air Force veteran Bill Owens is trying to become the first Democrat to hold the seat in about 150 years.

â¢ Doug Hoffman, a Lake Placid accountant who lives a few miles outside the district, is trying to become the first person in New York history elected to a House seat only on the Conservative Party line.
